Stated Assumptions
NIL-0 assumes: domains publish capability records at a bounded interval; a majority of Human Settlement Cells within any given domain are honest at any point in time; network partitions between domains are transient rather than permanent; and epoch boundaries are observed consistently across all participating routers.
Consequences of Violation
If a domain's HSC population is majority-dishonest, witness score alone is an insufficient safeguard, since a colluding majority can sustain high mutual witness scores. If epoch boundaries desynchronize across routers, compression results become inconsistent between them, and residual exposure figures may temporarily diverge until resynchronization.
These assumptions are stated explicitly so that deployments can evaluate whether their operating environment satisfies them, rather than leaving them implicit.
