Two-Phase Handshake

Once routed to a domain, an obligation must be bound to a specific Human Settlement Cell before execution can begin. Assignment is a two-phase handshake:

1. The router offers the obligation to one or more eligible HSCs, ranked by open capacity and witness score.
2. The first HSC to accept within the offer window is bound to the obligation; its identifier is written to the obligation's executor field.

Unaccepted offers expire without penalty and are re-offered to the next eligible HSC.

Failure Mode

If no eligible HSC accepts within the offer window — because all are saturated, offline, or the offer window is too short — the obligation transitions to UNROUTABLE at the assignment stage even though a corridor was successfully resolved. This distinguishes routing failures from execution-capacity failures for operators diagnosing network health.
